Witte and Neptune

I was listening to a lecture Arlene Kramer gave at a bookstore called Chesire Rose- quite a while ago- and a passing remark made by her struck me as interesting. She said that the astrologers of the Keplerian Circle did not fully understand the neature of Neptune and so the RPP delineations for Neptune and the TNPs must be approached with caution. I wondered if Arlene or anybody else had something to say on this subject.
